I wn directed by Mr. Secretary Harcourt to
No.386: 5 Nov.1913. transmit to you, in original to be returned,
a despatch from the Officer Administering the Government of Hong Kong with regard to an application received from a Mr. G.F.Ober for an area of land for the purpose of building amelting works.
2. Mr. Harcourt would be glad to learn whether you have any observations to make upon Mr. Severn's proposals for disposing of the lot in question.

3. The reference to sale by auction at the be- ginning of paragraph 3 of the despatch is not clear as the terms given in that paragraph apparently provide for fixed rates of premium and Crown rent. Harcourt assumes, however, that the rates mentioned in conditions (b) and (c) represent the reserve to be placed upon the property.
